REGULATIONS 

  1. Purpose: To advance the marathon competitiveness of Taiwan, and to promote our exceptional travel resources in North Coast, New Taipei City, we actively invite elite international marathon runners to participate in this one and only certified IAAF Bronze Label Road Competition in Taiwan.

(3)Registration:

Individual Registration

Sign up for the membership of the entry system, fill in your e-mail address and set up the password, then select registration to complete a detailed personal information form and upload personal passport photo (in .jpeg or .png format, smaller than 4MB). The email shall be the receiving mailbox for future information concerning the competition after system verification.

Group Registration

The representative of the group shall be responsible for signing up for the membership of the entry system, fill in the e-mail address and set up the password, then select registration to complete a detailed personal information form for team members and upload each participant’s personal passport photo (in .jpeg or .png format, smaller than 4MB), each group is limited to 50 people. The email shall be the receiving mailbox for future information concerning the competition after system verification.

Notes:

  1. Unused shuttle bus tickets will not be refunded.
  2. For the shuttle bus, except for those who depart from Jin Shan Youth Activity Center shall board with their bibs, those who depart from Kuo Kuang Motor Transport Taipei Terminal and North Gate of Banqiao Train Station shall board with their tickets.

(5)Payment: All entry fee must be paid by credit card.

(6)Notification for Successful Payment: An e-mail will be sent to individual-registered participants and the representative of the group upon successful payment.

(7)Viewing and changing orders:

  1. The person who made the registration can view/change orders via My Page.
  2. The deadline for changing orders is 22:00 15 November 2017.
  3. After receiving the successful admission, participant’s name, gender, passport number, date of birth, clothing size, marathon personal best records and photo uploaded shall be the only items changeable.

(8)Collecting Race Kit: Foreign participants can only check-in at the Marathon Expo.

Time: 11:00-20:00, from 15 March to 17 March 2018

Venue: New Taipei City Civic Plaza (check-in counter for participants of Wan Jin Shi Marathon).

  1. Foreign participant shall collect the kit with “Notification letter of credit card payment completion” sent out by the registration system and their passport.
  2. Collector shall sign for the kit after making sure that the items shall be in the kit are all included. Missing items won’t be provided again.
  3. The Organizing Committee will provide a limited 2018 Wan Jin Shi number clip. One participant is subject to one clip.

      (10) Others:

  1. All the participants shall register online or through the APP. Unpaid entry fee or unsuccessful payment is deemed as an incomplete entry procedure, the entry log will be deleted automatically, the party shall not object. One participant is limited to enter one group under one category, no double entries will be allowed.
  2. Runners wish to participate in Marathon shall access their own body conditions and experiences in marathon participation. If the runner is not capable of completing the Marathon within 5 hours 55 minutes, Mini Marathon and Fun Run are recommended.
  3. Please verify information such as the name, birthday, passport number and gender of the participant. Fraudulent or false information may affect the fairness of the competition. Therefore, shall there be fraudulent or false information found before the competition, the participant will be excluded from the competition; shall there be false information found after the competition, the result of the participant will be removed, the party shall not object. All the rewards (including medal, result certificate, prize money and prize, etc.) will be confiscated, the vacant rankings and awards will be given to the following eligible participants in sequence.
  4. Those who did not specify the size of event vest in their registration form will be provided with the L-sized vest, no exchange is allowed.
  5. All the entry information cannot be modified when the modification period ends; the kits will be dispatched accordingly; no further dispatch or exchange is allowed.

10. Rewards:

(1)The prize money for the competition includes “Overall Ranking” and “Group” categories, each participant shall not receive prize money from more than one category (except for special prize).

(2)Marathon participant who ranks the first in total ranking and breaks the record will receive extra Record-Breaking Prize Money of US. 5,000, the best records are as follows:

Male Group Record 2:13:05 William Chebon CHEBOR from Kenya set the new record in 2016.

Female Group Record 2:34:52Ji Hyang Kim from DPR Korea set the new record in 2014.

(7)Others

  1. For prize money or prizes awards, winners shall provide a copy of resident permit or passport for records when claiming the awards.
  2. According to tax law, local participants winning prize money for more than NT. 20,000 shall be subject to a taxable income tax of 20%.
  3. For participants of Marathon and Mini Marathon, please pick up the result certificates with your timing chip at Result Printing Station immediately after the competition. Certificates will not be reissued after the race date.
  4. The prize money and prizes provided by the Organizing Committee shall only be claimed by the winner, proxy/agent is not allowed. If the trophy is to be delivered by post upon the winner’s request, the relative costs shall be borne by the winner, no objection is allowed.
  5. In terms of the money prizes provided by the Organizing Committee, except for overall ranking prize money for Marathon (both male and female group) being paid through remittance, prize money for all the other groups is paid in cash.
  6. Marathon overall ranking winner shall take doping control tests according to the WADA and IAAF regulation, the prize money will only be transferred to the designated account upon the results of doping control tests comes out. It may take 2 to 3 months. Shall the result be positive, the ranking and competition result of the participant will be removed. The resulting vacant ranking and the awards will only be re-adjusted and awarded upon the completion of hearing process for disqualified participant. It may take more than half year.

11. Notes for the Competition:

Health Condition

  1.  During registration, participants shall assess their health condition and register for the competition group accordingly.
  2. Participants with special use of drug and special diseases are encouraged to mark the relevant information on the back of their Bibs proactively, so as to inform the medical personnel in time for any physical condition during the competition.
  3. Participants with physical condition during the competition shall follow the advice from the referee and drop out of the competition immediately.
  4. Upon registration, the participant is deemed as accepting that the Organizing Committee will not be responsible for sudden death or accidents resulting from personal illness, physical factors, violation of IAAF rules or failure to comply with the instructions of the referee, nor be responsible for any compensation. Shall the participants not agree with the above, please do not register.

Finish Time

  1. For Marathon and Mini Marathon, participants who fail to pass the turning point before 09:35am and 07:50am (cut-off time), respectively, the Organizing Committee reserves the right to disqualify the participants, and the disqualified party shall not object.
  2. Participants disqualified by the Organizing Committee shall follow the instruction from the referee, take the shuttle provided by the Organizing Committee and return to the event venue. No straying on the track is allowed.
  3. Participants who did not finish the competition shall return the timing chip and receive the deposit of NT$ 500 at the designated venue after returning to the event venue, no objection is allowed.

Timing Chip and Deposit Refund

  1. Timing chip will be used throughout Marathon and Mini Marathon to record the competition results. There will be check-points along the running course, participants shall cross the sensor mat to have the timing chip time recorded. In the absence of sensor records of start point, finish point and each check-point, participants will be disqualified, and no time will be recorded, nor will finishing certificate, medal and finishing kit be awarded.
  2. According to IAAF Rule 165.24, the starting time is the firing of the starting gun. The Organizing Committee shall start timing based on the gun firing, and the records shall be used for determining the ranking and results of participants.
  3. Participants shall arrive at the event venue 30 minutes before the competition starts and cross the start sensor mat, or the competition results will not be recognized.
  4. The competition results and rankings shall be based on the results released by the Organizing Committee. Participants shall fasten the timing chip on the bibs without removing it. Participants not having their timing chips fastened properly according to the rules and leading to timing problem shall be held liable.
  5. The instruction in relation to the timing chip is clearly illustrated on the event manual included in the race kit being collected.
  6. Swapping timing chips, carrying timing chip of others and carrying 2 timing chips or above are forbidden. The participant who violates the rule will be disqualified, and the results will not be recognized.
  7. The timing chip is the basis of timing, please make sure passing each sensor point during the competition. Participants not using timing chips according to the rules and led to the absence of timing records shall be held liable.
  8. Please start the competition on time. The Organizing Committee reserves the right to disqualify participants who fail to pass the start gate within 15 minutes after the start time, and the results shall not be recorded.
  9. Please pick up your result certificate with your timing chip at the Result Printing Station immediately after the competition. Certificate will not be reissued after the race date.
  10. After finishing the competition, please return the timing chip to the designated stand to retrieve the deposit of NT$ 500.
  11. Participants completed registration without taking part in the competition, or returning the timing chip in time on the race date shall return the timing chip to Chinese Taipei Athletics Association (No. 20, Chu-Lun Street, Zhongshan District, Taipei City) for the refund (can be collect either in person or by post) before 31 March 2018, if the timing chip is not returned within the period, it will be regarded as abandonment.

Kits Collection

  1. When receiving the race kit, participants shall make sure the information such as participating personnel and participating number on both the “bib” and the “timing chip” are correct, to avoid prejudicing the interest of participant due to delivery mistake.
  2. The Organizing Committee will set up a timing chip testing station at New Taipei City Wan Jin Shi Marathon Expo, participants are welcomed to visit the site for timing chip testing, the timing chips are exchangeable shall there be any problem.

Testing Time: 11:00 to 20:00, 15 March to 17 March 2018.

Storage

  1. For storage of personal belongings, participants shall use the storage bag specified by the Organizing Committee. For those who violate the rules, the Organizing Committee reserves the right to cancel the storage services.
  2. The staff at the storage section will provide 2 stickers in duplicate, one attaching on the bibs, while the other attaching on the storage bag. The sticker shall be provided for retrieval of personal belongings after the race.
  3. The Organizing Committee will provide storage space for participants’ personal belongings, while participants shall protect their own valuable items. The Organizing Committee shall not be held liable for any loss.
  4. Participants'''''''''''''''' personal belongings can be stored from 5:00 to 13:00 on 18 March 2018, the storage sticker shall be provided for the retrieval of personal belongings.

Entry Interests and Others

  1. In order to protect the interests of the participants, the entry right of participants shall not be transferred to the personnel non-registered. Shall there be any loss of interest due to the aforementioned transfer; the party shall be held liable.
  2. For reasons such as typhoon or other force majeure of natural cause, Organizing Committee shall take measures in consideration of the safety of participants, and the participants shall not object. If the event is cancelled due to force majeure, 50% of the entry fee will be refunded.
  3. Please read the competition regulations carefully and follow the instructions of the referee.
  4. Safety pins for bibs will be provided.
  5. Foreign winners shall provide verification documents such as a passport or resident permit for prize money receiving procedure.
  6. Participants of Marathon and Mini Marathon shall receive the finishing certificate, medal and towel at the designated section for finishing within the prescribed time. The certificate, medal and towel will not be re-issued or dispatched subsequently.
  7. The event vests and towels and other giveaways will be provided by the sponsors, and the detailed specifications will be provided by the sponsors.
  8. The bibs will not be re-issued shall the participants forget to bring them on race date.

12.  Insurance Liabilities:

(1)  Please consider your health condition before taking part in the race. The participants should have enough sleep the night before and have breakfast at least 2 hours before the race begins. Emergency medical care will be provided on site. Symptoms caused by personal illnesses will not be insured, and only injuries suffered from public accident are liable for public accident insurance compensation.

(2)  The Organizing Committee will provide public accident insurance for participants (throughout the race) and the staff (throughout the event) with premium of NT$ 3,000,000 per person.

(3)  Public Accident Insurance Coverage: the insurance company will indemnify the insured against their liability to pay compensation in accordance with the law for injury, death or damage caused by following circumstances occurring during the period of insurance:

  1. Accident occurred due to the Insured running on the running course specified on the insurance contract of the race.
  2. Accident occurred due to the Insured passing by constructions, tunnels, machines and other working site along the running course.

(4)  Exclusions:

  1. Injuries caused by personal disease.
  2. Symptoms as a result of personal health or cardiovascular symptoms, such as shock, heart disease, diabetes, heat exhaustion, heat stroke, high altitude syndrome, epilepsy, and dehydration, etc. On the race day, requisite emergency medical care will be provided on site. Syndromes caused by personal illnesses will not be insured, only injuries suffered in relation to public accident are liable for public liability insurance compensation.

(5)  Shall the participant have history of personal illness or diseases set out in clause (4), please consider your health condition and safety, and insured personal medical and accident insurance. The Organizing Committee will not carry out any pre-race health assessment for participants, participants shall be held liable for joining the race.

(6)  Article 107 of the Insurance Act provided that a life insurance contract entered into by an insurer under the age of 15, the death compensation of which shall become effective on the date of the Insured turned 15.

13.  Violation and Penalties:The competition results will be removed for participants who violate the following provisions.

(1)  Participant who benefits from the help of another person, such as taking a ride, receiving support and others, during the race.

(2)  Participant who carries a pet during the race.

(3)  Participant who registered under group that does not align with one’s identification.

(4)  Participant who violates sportsmanship and ethics, such as fighting, scolding the referee and others.

(5)  Participant who does not carry the bib and the timing chip.

(6)  Participant who does not attach the bib in front of one’s chest.

(7)  Participant who picks up drinks or food not provided by the water/refreshment station for the race (but by audiences) during the race.

(8)  Participant who picks up drinks owned by other participants without permission during the race.

14.   Refund System:

(1)After the payment, shall the participant not be able to participate due to other reasons, refund shall be made according to the refund system set out as follows:

  1. Those who submit the application before 31 December 2017 shall receive 60% of the total amount, but subject to a charge of 3% credit card handling fee.
  2. Those who submit the application during 1 January to 18 March 2018 shall only receive the timing chip deposit NT$ 500, for refunding method of the deposit, please refer to the procedure provided in Rule 11 in this Regulation.

(2)For those who wish to refund, please send an e-mail to wanjinshimarathon@gmail.com for registration. The refund will be made after the identity and the information of the participant is confirmed. Refunding equals to losing eligibility to the competition.

15.   Regulations in Relation to Personal Information Protection Act:

(1)Please read the event disclaimer carefully before registration, so as to understand and agree on the organizers’ usage of “information” provided for registration, including personal information such as name, birthday, age, ID number, address, photo and contact number, for executing the entry work, generating requisite numbers and timing chips for participants, and for matters on other interests in relation to the competition.

(2)With premises of initial entry work as well as obtaining information and photos for process or results of relevant competition event, the “information” will be provided to the Organizing Committee’s service providers in order to prepare for relevant service work. Participants shall agree that, within the scope of the promoting this event and for possible purpose concerning participants’ interests, the photos, motion tracking records of participants and video from the race, as well as post-race results (including name, nationality, group and finishing time of the participant) (collectively, “Event Information”) can be collected and used by organizers and main sponsors during or after the race. And the Event Information can be released, broadcasted and demonstrated on webpage, channel platforms of the Organizing Committee’s service providers and various media instruments.

(3)Final results of the race and part of the Event Information may be imported into the results database of Chinese Taipei Athletics Association (the organizer) and IAAF, and will be made available for enquiries on website of Chinese Taipei Athletics Association (the organizer), IAAF and through platform channels of the Organizing Committee’s service providers.

(4)Participants wish to obtain their photos during competition shall contact the Organizing Committee’s service providers. Shall the participants disagree on sharing of initial information and data, please do not register.
